Set against the backdrop of a city fueled by money, guns, and booze, the game challenges players to control various locations, buy and sell alcohol, get politicians elected, and strategically ally with or betray their competitors.
Players begin by selecting their gang, then establishing a respectable front of neighborhood business owners and associates, all the while concealing their true resources, money, guns, and booze from their rivals. Taking on the personas of real-life gangsters, such as Al 'Scarface' Capone, Dean O'Banion, 'Polack Joe' Saltis, and Ralph Sheldon, they issue orders to their "Made Men" and associates, exploiting profitable opportunities as they arise.
At fabulous parties, flappers dance the Charleston, indulging in the booze distributed by the players' gangs. Schmoozing with politicians, players aim to fund election campaigns and ensure that voters know which way to cast their ballots, should they value their wellbeing. With enough clout at City Hall, the law holds little fear, allowing players to sell booze on the streets and even get away with murder.
The game's quick-learning, cut-throat nature encourages players to wheel, deal, and fight for control of key locations. They must buy and sell alcohol, get politicians elected, and either receive help in return or double-cross rival gangs. Negotiation, threats, and alliances are all part of the game, but players must beware the ever-present threat of a knife in the back.
